The longer version

Cone scales respond to moisture because their tissues dry and shrink at different rates. In damp air the outer layers take up water and the scale closes inward, sealing the seeds inside against a wet landing.

When the air dries, water leaves the tissue and the scale bends outward, releasing seeds that then fall through still, warm weather. The mechanism is passive and needs no living cells once the cone matures, so it repeats reliably. Dry conditions also mean released seeds travel farther before settling. Some species hold their cones closed for years, opening only after heat or age loosens the scales.
